Disabled Ugandans Questioned on Need for National Council
By Kay Schriner (kays@uark.edu)

Members of the Ugandan Parliament studying the committees related to social services and equal opportunities have asked the Minister for People with Disabilities, Nayiga Sswkabiro, to say why there is a need for a National Council for people with disabilities. The disability community in Uganda has asked that a Council be established that would have structures at district and sub-county levels.

Committee members are skeptical that a National Council needs to be formed. Referring to Uganda's constitutional requirements that people with disabilities be represented by their own elected officials, one committee member asked "These people have representatives and structures at districts and in Parliament. So where is the need for a new law?"

Uganda also has an Equal Opportunities Committee that is responsible for ensuring protections for people with disabilities.
