Introduction
The course, which is organised under the responsibility of the Amsterdam-Maastricht Summer University by iRv, Institute for Rehabilitation Research, aims
-
to present and discuss models which are developed in policies towards people with disabilities;
-
to analyse current policy issues in the field of rehabilitation and disability in several countries, with a focus on participation and the potential role of technology;
-
to formulate future topics which ask for policy and research.
The course will bring together the knowledge and experience of experts in the fields of modelling, theory building and policy making. This knowledge and experience will be interactively shared with the course participants. The course covers the following topics:

concepts and models in disability policy and research;
-
policy issues in the (inter)national communities;
-
the importance of and possibilities for participation of people with disabilities in society.
Starting from a general level of concepts and models, the discussion will focus on more specific areas: labour participation and reintegration to work and independent living. Special attention will be given to the potential of (assistive) technology in relation to participation. New technologies offer new and unexplored possibilities but can also be a barrier for participation of people with disabilities. Participants will discuss recent developments and new possibilities in these areas and 'translate' these to their national 'environment', i.e. policy, social security systems and service delivery system. The translation to several national policies brings the potential of an international comparison of disability policies and of priorities during the course.
Participant Profile
The course is directed to persons who are involved in policy, management and organisation of issues in the field of disability and rehabilitation. These include representatives and staff members of organisations of people with disabilities, policy-makers in this field, and managers of organisations involved in executing disability policy. The last group of potential participants are researchers in this field.
Participants should have actual work and experience in one of the areas mentioned. They must be familiar with basic issues in their country or region, and they must be aware of ongoing disputes. They also need to have basis knowledge of statistics and legislation related to people with disabilities. Participants will be asked to prepare a 'state of the art' paper concerning policy and the participation of people with disabilities in their country in advance. These papers will be presented and discussed during the course. These 'prerequisites' of the participants are important to ensure an active contribution in working groups and discussions, and to contribute to the international exchange and comparison.
