Disabled Peoples' International Position Paper on Community Based Rehabilitation
DPI recently released its position paper on Community-based rehabilitation (CBR). CBR is a sectoral strategy within community development for the rehabilitation, equalization of opportunities and social integration of people with disabilities. CBR is implemented through the combined efforts of community stakeholders with the active participation of disabled people themselves, their families and communities, to facilitate their access to appropriate health, education, social, vocational and other services. (Agreed to in 1994 by ILO, UNESCO and WHO). DPI's position in summary is that DPI believes that CBR, if it is to continue in its present form must be revitalized and disabled persons must direct this revitalization. Asia-Pacific Development Center on Disability
The Asia-Pacific Development Center on Disability (APCD) is a regional center on disability, which will be established in Bankok towards 2004 as a legacy of the Asian and Pacific Decade of Disabled Persons 1993-2002, under the joint collaboration of the Government of Japan and the Government of Thailand. In this context, Japan International Cooperation Agency (JICA) started the APCD Project in Bankok in August 2002. The Center will be collaborating with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the United Nations Agencies, international non-governmental organizations and non-governmental organizations of people with disabilities to promote the empowerment of people with disabilities and a barrier-free society in developing countries in the Asia-Pacific Region. Rural areas and towns in the countryside, and isolated and outer island communities are being fully considered. The Center will facilitate networking and collaboration among relevant organizations in the Asia-Pacific Region, conduct a variety of trainings, and provide accessible information services through the Internet and newsletters.
