Project Manager for Katrina Aid to Individuals with Disabilities, National Disability Rights Network, Washington, D.C.

RESPONSIBLE FOR: The daily operations of Katrina Aid for Individuals with Disabilities (KAID) which is specifically to deal with Katrina hurricane relief efforts. The Katrina Aid to Individuals with Disabilities Project Manager is a position created specifically around relief efforts for people with disabilities who were displaced due to hurricane Katrina. The funding for the position is anticipated to not exceed two years.

This position will be responsible for managing all aspects of the sub-grants from National Disability Rights Network (NDRN) and further developing and overseeing comprehensive outreach and service efforts for displaced victims with disabilities nationwide. The Project Manager will be responsible for coordinating program planning and reporting, and developing organizational priorities around this operation. The Project Manager will build, direct and manage the entire relief project. This includes training and overseeing activities of all the sub grantees located in different states throughout the country; reviewing their reports and approving grant payments; completing all reporting requirements; being the liaison with the funding sources; ensuring accuracy of data entry of case information; project budgetary control; creating the case reimbursement system; presenting project information to NDRN management and participating in Consortium activities as required. The Project Manager will coordinate efforts to solicit input from the broader disability community into the long-range needs of individuals with disabilities for future disaster preparedness, as well as represent NDRN in conjunction with the Executive Director and Deputy Executive Director for Training and Technical Assistance in Consortium activities as necessary.

FUNCTIONS:

  • Identify major issues and priorities around hurricane relief efforts; develop polices and programs for both internal and external distribution; keep staff and sub-grantees informed of pertinent information and present key information to interested parties.

  • Build and maintain relationship with other Katrina Aid Consortium members. Search out and establish connections with other hurricane outreach groups, particularly those focused on serving individuals with disabilities and their families.

  • Provide technical assistance and identify other resources available to support sub-grantees in their outreach, resource materials development and case management strategies.

  • Coordinate all project functions with sub-grantees. Participates in management meetings and keeps other team members up to date on project details.

  • Responsible for developing and completing all required reports, evaluation and monitoring.

  • Ensure proper training of all project personnel on UMCOR case management model, CAN data system and NDRN reporting requirements. Support sub-grantee training of their personnel as necessary to assure high quality and cost-effective case management.

  • Monitors project expenses and manages budget.

  • Complies with organizational administrative procedures, reporting and record keeping functions (timesheets, various forms, etc.)

  • Performs other duties as assigned.

QUALIFICATIONS:

  • Bachelor degree from accredited college or university with a major in social work, education, psychology, communications, public health or government. Prefer a Masters degree.

  • Three years experience working with people with disabilities.

  • Knowledge of service programs and available resources.

  • Three years management experience.

  • Demonstrated knowledge of support systems which provide services to persons with disabilities, including Federal, State, local and other agencies.

  • Experience in making public presentations in formal and informal settings.

  • Ability to coordinate a nation wide effort and maintain relationships with numerous outreach groups.

  • Experience in case management, data entry and social services operations.

  • Demonstrated commitment to the potential contributions of citizens with disabilities.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to work well in a team environment.

  • Ability to work well with the public.

  • Knowledge of management principles and practices, and demonstrated abilities in the area of personnel.

  • Willingness to travel and work evenings and weekends when necessary.
